DDR mat (Konami RU041) missing wire?

I've asked this on two other forums (psx-scene and ASSEMbler) and gotten no response, so I thought I'd try here.
Recently got a DDR mat off eBay and to my dismay it seemed to be DOA. When i took it apart though, something seemed to be missing:

As you can see there is a hole above the L2 label and it seems as if a wire is meant to be there. On the other side of the board:
